Context of Job:
 
The Mission of the Office of Economic Innovation and Partnerships (OEIP) is to (1) develop social and economic value from UD's knowledge-based assets by advancing UD 's intellectual property, inventions, and technologies from the laboratory to the marketplace through partnerships and collaborations, (2) promote innovation and entrepreneurship within and without the University community and (3) provide leadership in the creation and growth of small businesses in Delaware.

The Delaware Small Business Development Center (SBDC) is a unit of OElP. Its mission is to strengthen Delaware's economic base by providing quality management assistance, education programs and resources to Delaware's business community.

The Program Coordinator is a member of the SBDC Lead Center Management Team. The Lead Center Management Team oversees a staff of 20 that serves over 800 clients a year and delivers/participates in over 100 training and outreach events, in conjunction with more than three dozen partner organizations. The Lead Center Management Team also manages recurring and specialty grant programs for federal and state funders.

Under the general direction of the Associate State Director SBDC, the Program Coordinator performs and/or oversees a variety of complex administrative, data analytical, and planning functions.
 
Major Responsibilities:
  • Assist the Associate State Director SBDC in administering the operational management of the statewide network; includes management of program activities, delivery of services, program compliance and reporting, etc.
  • Lead data collection, organization, and report-generation; provide analysis and interpretation of complex data to understand key performance indicators and trends.
  • Assist in conducting business process analysis and needs assessments to align information technology solutions with business initiatives.
  • Act as point-of-contact for coordinating event activities with partners and stakeholders, including SBA, State of Delaware, UD, etc. and execute needs to ensure high quality events and services.
  • Assist Associate State Director in preparation of funding proposals, including utilizing program data to develop program narrative and proposal content, as required by funding agencies.
  • Manage, prepare, and ensure timely submission of written program reports for federal and state agencies and private sponsors.
  • Regularly evaluate operational systems and processes; identify and resolve issues regarding complex administrative and procedural problems; analyze and understand connections between issues to make recommendations regarding program operations, systems, and services.
  • Utilize various quantitative and qualitative methods to research client and employee experience and provide analysis and insights to inform decisions and drive innovation.
  • Develop, implement, and manage processes for continuous improvement of administrative processes, i.e., engagement, data management, client verification, counselling, training.
  • Oversee and manage SBDC systems and databases, i.e., Center lC/EDMlS, Acuity, Advisor Software, etc.; troubleshoot and resolve issues, serve as POC with vendor to resolve problems and implement improvements; use systems to submit sponsored program report data.
  • Coordinate and participate in stakeholder engagement and outreach activities.
  • Develop and implement training and new hire (department) orientation for Business Analysts and other staff on SBDC program and advising requirements, systems and process requirements, and updates.
  • Plan and execute training to inform clients and internal stakeholders of best practices in data management, analytics, CX, etc. as needed.
  • Provide support for SBDC related programming and operations, including digital marketing communications and technology related needs.
  • Perform job-related duties, as assigned.
Qualifications:
  • Bachelor’s degree in business related field preferred, and three years related experience, or equivalent combination of education and experience.
  • Ability to compile, analyse, interpret, and present complex program data and make independent decisions and judgments in recommending courses of action. Expertise in UX/UI a plus.
  • Knowledge of and ability to use advanced techniques in Microsoft Office applications, word processing, spreadsheet, database, website content management systems, and presentation software.
  • Proficient in digital communications and related tools, including but not limited to website design (WordPress), e-newsletters (Constant Contact), email campaigns, blogs, social media, and online surveys.
  • Excellent organizational, communication (written and verbal) and interpersonal skills.
  • Ability to communicate and work effectively and interact with a wide range of constituencies in a diverse community.
  • Excellent customer service skills: direct experience in business support/counselling field, preferred.
  • Skills in examining and re-engineering operations and procedures and implementing new strategies and procedures.
  • Knowledge of the principles, processes, and standards for integrated program data analysis and reporting.
  • Knowledge of federal and state sponsored program regulations.
  • Ability to coordinate multiple tasks concurrently and make decisions regarding each task.
  • Knowledge of University policies and procedures preferred.
